The Justice Assistance Act of 1984, 42 U.S.C. § 10501 (2006), et seq., and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Pub. L. No. 93-288, as amended, 42 U.S.C. §§ 5121-5206, and implementing regulations in 44 C.F.R. §§ 206.31-206.48. Under Emergency Federal Law Enforcement Assistance provisions in the Justice Assistance Act, the Attorney General may provide law enforcement assistance in response to a governor’s written request when assistance is necessary to provide an adequate response to a law enforcement emergency. The Stafford Act provides the statutory framework for a presidential declaration of an emergency or a declaration of a major disaster. Such declarations allow a wide range of federal resources to be made available to assist in dealing with the emergency or major disaster. Federal resources under this Act supplement state and local resources for disaster relief and recovery.
